The process typically begins with due diligence. Before significant resources are committed to a project, we analyze the zoning regulations, land use policies, and environmental constraints that apply to a given site. From there, we develop a strategic approach to securing entitlements. Entitlements are the discretionary approvals granted by local agencies that authorize a specific type and intensity of development on a property. These can include general plan amendments, zone changes, conditional use permits, variances, and subdivision approvals, among others. Each approval type has its own process, timeline, and criteria, and agency decisions are ultimately made at their discretion. Our work is to present projects in a way that is well-supported, thoroughly documented, and responsive to the concerns agencies and the public are likely to raise.

Environmental review runs parallel to and often intersects with the entitlement process. Depending on the scale and nature of a project, this can involve preparation of environmental studies under state or federal law, analysis of potential impacts to traffic, air quality, biological resources, cultural resources, and more. We manage this documentation and coordinate with the relevant agencies to support a thorough and organized review.

Once discretionary approvals are in place, the focus shifts to permit processing. This stage involves working through the technical requirements set by building departments and other agencies to move a project toward a building permit. We carry projects through to Ready-to-Issue status, meaning all required conditions, plan check comments, and agency clearances have been addressed and the permit is positioned for issuance. This phase requires careful attention to detail and consistent follow-through to avoid the kind of administrative gaps that can slow a project down at the finish line.

When permits are secured, we facilitate a structured handoff to the contractor team, providing the documentation and context needed to support an efficient start to construction.
